Kenilworth council introduces noise and insurance-code ordinances, schedules Oct. 1 hearing

The Borough Council of Kenilworth introduced two ordinances at its Sept. 10 meeting: an amendment to chapter 134 of the municipal code to clarify nuisance and noise definitions and to adjust restrictions on commercial construction activities (ordinance 2025-07), and an ordinance repealing and amending chapter 37, article 2, section 37-9(a) and (b) to align the code with guidance from the New Jersey Municipal Excess Liability Joint Insurance Fund (ordinance 2025-13).

Mayor Karlovich asked for motions and Councilman Boyle moved the introduction of ordinance 2025-07, seconded by Councilman Scurries; the motion passed on roll call. The council likewise voted to introduce ordinance 2025-13 after a motion by Councilman Piper, seconded by Councilwoman Giordano Picerno; that motion also passed on roll call.

Ordinance 2025-07 was described as clarifying nuisance definitions and adjusting restrictions on construction activities, including commercial construction on Sundays. Ordinance 2025-13 was presented as a code amendment recommended by the New Jersey municipal excess liability and joint insurance fund to align local code language with best practices.

Both ordinances were scheduled for public hearing and possible adoption at the Oct. 1 council meeting at 6 p.m. No public testimony or council amendments on those ordinances were recorded at the Sept. 10 meeting.
