The council held the second and final public hearing required by law before adopting the tax rate and budget. Finance Director (name not specified) told the council “THE TOTAL BUDGET IS 60,400,000. OF THAT, THE GENERAL FUND IS 32,300,000.0. THE STORM WATER UTILITY IS 1,400,000.0, AND THE CAPITAL BUDGET IS 26,700,000.0.” The director also confirmed there had been no changes since the first public hearing. Council members moved and seconded the millage-setting resolution and the budget adoption; both measures passed unanimously. The council recorded the millage vote on a resolution adopting the final millage rate for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026, and separately adopted the FY 2025–26 budget as presented. The adoption resolution for the budget includes standard language allowing the council to amend the budget later by subsequent resolution under certain circumstances. No public comments were offered at either hearing, and the clerk reported no comment cards and no raised hands. The mayor closed both public hearings after the votes and moved the meeting to the regular agenda.
