The Dalles City Council on Sept. 22 adopted three resolutions to amend the city’s official compensation policy so modest food, beverages and certain incidental items may be provided to elected officials and appointed volunteers as part of their official compensation for city‑related events and meetings.
City Manager Klebs and staff cited an advisory opinion from the Oregon Government Ethics Commission allowing such fringe benefits if they are made part of an official compensation package. The adopted changes expand the policy to appointed volunteers (for example, members of the planning commission and budget committee) and add a short section describing permissible incidental items of de minimis value provided at work events and conferences.
Council moved and approved the resolutions in three separate votes (Resolutions 25‑032a, 25‑032b and 25‑032c); motions carried unanimously. Councilors who had potential conflicts of interest on specific position changes recused themselves from those individual votes as required by state law and council procedure.
Council discussion included a specific question about the budget committee; Klebs confirmed that light refreshments provided during multi‑day budget sessions are included under the updated policy.
Ending note: Staff said no budget adjustments are required to adopt the policy amendments and that future budget appropriations would fund any actual event costs as needed.
