Council approves $1.07 million in supplemental appropriations including carryovers and grant awards

City staff presented and the council approved a supplemental appropriation totaling $1,071,411 on Sept. 23 to carry forward funds and appropriate new grant and reimbursement revenues across several funds.
The package included $657,491 in general‑fund carryovers (police carryover and unexpended state reimbursement funds) and $269,886 in newly appropriated non‑carryover grant funds, including multiple JASP program grants, victim‑witness funds, and other state and federal awards. Insurance proceeds (police and fire), and a $180,000 resilience plan state grant for streets and engineering were also included in the appropriation.
Other funds: The city appropriated carryover and beginning balances in non‑general funds: Community Development Block Grant fund carryover of $149,810; Commonwealth Attorney federal revenue sharing beginning balance of $143; flexible spending fund beginning balance of $490; and asset forfeiture adjustments of $6,409. The grand total of all supplemental appropriations was $1,071,411.
Council action: After a staff explanation, a motion to approve the supplemental appropriation passed by roll call (Holmes — yes; Osborne — yes; Pollard/Fowler/others recorded as yes in roll calls listed). The appropriation was recorded as effective the night of the vote.
Implementation: Staff will apply funds to the designated departmental and grant budgets and follow standard reporting and grant‑management requirements for the newly appropriated revenue streams.
