Council approves consent agenda including multiple grants, interlocals and equipment purchases

The Mission City Council unanimously approved the consent agenda items 12 through 33 on Sept. 23, authorizing a series of grants, interlocal agreements, procurement actions and other routine administrative matters.

Key items approved include: authorization to apply for a Texas Department of Transportation impaired-driving mobilization grant for $45,000 with a 20% local match; acceptance of a FY26 Office of the Attorney General Victim Assistance Grant (OVAG) for $49,500 with no cash match; acceptance of FY26 Office of the Governor body-worn camera grant for $28,001.50 with a 25% cash match; purchase authorization for 28 bulletproof vests totaling $26,004.72 with $13,236 expected to be reimbursable through a U.S. Department of Justice program; and authorization to accept a TxDOT general grant proposal for $183,005.22 with an in-kind 20% match for a nurse phlebotomy program.

The council also authorized interlocal agreements to provide temporary housing for prisoners on a per-prisoner-per-day basis ($54 per prisoner per day) with the cities of Penitas and Palmhurst; approved a first extension of the medical director agreement for the fire department with Dr. Yvonne Melendez at an estimated cost of $5,000 per month; and authorized purchases and service agreements for fleet parts and repairs, tires, off-site document storage renewal and other routine procurement items.

Other consent items included approval of an MOU with Mission Consolidated ISD in support of Shary Municipal Golf Course and an MOU related to facility maintenance services for the Mission Event Center (MOU B.2). Miss Anna read each consent item into the record before the council voted 5-0 to approve the package.

Staff indicated these items were largely administrative or grant-funded; each item will follow the normal contract execution and reporting procedures specified in the relevant agreements and grant terms.
