The Planning Commission continued a public hearing on a proposed general‑plan amendment and zone change for a parcel on Highway 70 in the Feather River Canyon to the commission’s Oct. 16 meeting.
The item: Applicant Propanos applied to change the parcel’s general‑plan designation from mining resource to resort and recreation and to rezone from mining to prime recreation (REC‑P). The parcel is subject to combining zones including “Special Plan Scenic Area” for the Highway 70 corridor and the Feather River Canyon.
Why it was continued: The applicant notified staff they could not attend the Oct. 2 hearing and asked for a continuance. Planning staff recommended continuance so the applicant and neighbors would have a meaningful opportunity to participate. Adjacent property owners within the 300‑foot notice area had been properly noticed for the Oct. 2 hearing; staff will provide a written staff report and recommendation before the rescheduled hearing.
Vote and next steps
Commissioner West moved to continue the hearing to Oct. 16; the motion was seconded and adopted by voice vote. Staff will post the Oct. 16 staff report and recommendation online and notify interested parties; no further notice to the originally noticed 300‑foot list is required for the new date.
Ending: The commission closed public comment for the item and continued the hearing to Oct. 16, 2025; staff will issue the formal staff report and recommendation before that meeting.
