A member of the public told the council the excavation and shoring at a construction project at 92 Pankhurst (transcribed in speakers as 92 Pike Race Drive/Pankhurst) created an "imminent threat to life and property," that the contractor had been excavating without what he described as required Cal/OSHA permits and that Cal/OSHA had intervened with a temporary shutdown.
The speaker, identifying himself as Corey Vito Kavafian, said he had observed new cracking in nearby houses and urged the council to issue a stop-work order until a full investigation by the California Board of Professional Engineers is complete. "A battery designed shoring system... it is equivalent of placing a time bomb next to a neighboring building," he said.
City staff thanked the speaker and said the city manager and city attorney have been in communication with state regulators and will continue to address the resident's concerns. No formal city action was taken at the meeting; staff said they would follow up with the resident outside the meeting.
