College Place begins comprehensive plan update; survey open through Nov. 1

College Place staff announced the start of an update to the city’s comprehensive plan and urged residents and frequent users of the city to take a bilingual survey available online through Nov. 1.

Planning staff said the city’s current plan dates to 2018 and covers a 20-year planning period. “Every 10 or so years, we embark on a comprehensive plan update,” Mr. Regardt, a city staff member, told the Economic Development, Tourism and Events Commission. He said the update will cover land use, infrastructure and capital facilities, utilities, economic development, parks and housing, and will add a new chapter on climate change and resiliency.

The city distributed a two‑language pamphlet with a QR code to the project web page and started a public survey the commission was told. Regardt said the survey “should take you maybe 5 minutes at most to fill out” and that survey responses will be used to refine goals and policies. The commission was told the survey is open through Nov. 1 and that the city will hold an open house at City Hall on Oct. 28 from 4 p.m. to 6:30 p.m., before the council meeting that evening.

Commission members asked whether the pamphlets would be distributed around town; staff said they will place materials on bulletin boards and at restaurants and coffee shops and try to circulate coasters carrying the QR code. A commissioner asked whether respondents must be residents; Regardt said no and that the survey includes a question about where respondents live so staff can sort input in their analysis.

City staff said they have convened a technical advisory group and completed stakeholder interviews; public input through the survey and open house will inform drafting of updated goals and policies. The commission received the presentation with no formal action requested.
