Conservation commission approves amended orders, notices of intent and group uses; continues large subdivision hearings

The Middleborough Conservation Commission conducted a series of administrative and permitting votes at Tuesday’s meeting, approving amended orders of conditions, standard Notices of Intent and several group-use requests, while continuing more complex hearings.

Votes at a glance

- Amended order of conditions approved for 39 Bay Avenue (project: denitrification pretreatment and reduced septic footprint). Motion to approve moved by Diane and seconded by Bart; commissioners voted in favor.

- Notice of Intent approved for 23 Gibbs Road (Camp Evoda) for minor deck expansion and replacement of stairs within the 100-foot buffer; standard order of conditions issued. Motion by Diane; second by Carrie; unanimous vote.

- Notice of Intent approved for 21 Captain Hall Road for an addition within 100 feet of bordering vegetated wetland; standard order of conditions issued. Motion by Adam; second by Bart; unanimous vote.

- Group-use approvals: Dragonfly Natives (seed collection permission on select conservation properties) approved for 10/20/2025–10/20/2026; Samuel Fuller School trail race (Pecony/Pratt Farm) approved for 11/15/2025 (estimated 150 people). Both motions passed unanimously.

- Parr Corporation contract: The commission approved a revised contract for construction administration/observation related to the Stony Brook Dam improvements. The updated engineering fee in the contract is $153,600 (revised from $145,166); the overall grant budget for the Dam & Seawall program remains $1,518,000 with a town match required; the commission authorized signing the updated contract and to proceed with next steps.

Continued hearings

The commission continued the hearing for White Dog Farm (79 & 81 Plympton Street) to Nov. 6 and scheduled a site walk for Nov. 1. Several other hearings (5 Kelly Drive, 23 Gibbs Road follow-ups and others noted on the agenda) were also continued or scheduled for future meetings as applicants requested continuances.

Administrative items and invoices were approved in routine fashion, and the commission voted to post an internal HR upgrade to promote the department junior clerk to senior clerk, a position already authorized in the fiscal-year budget.
