After AmeriCorps contract loss, commission reallocates funds to shore up Birth and Beyond family resource centers

The First 5 Sacramento Commission voted Oct. 6 to reallocate funds after the loss of the AmeriCorps home visiting contract. Staff said the termination created staffing and infrastructure challenges across nine Birth and Beyond family resource centers (FRCs).

Chris Clinton, program planner for Birth and Beyond, told the commission that on April 28 CAPC notified the county the Department of Government Efficiency had terminated three programs, including the AmeriCorps home visiting contract. To maintain service continuity, staff proposed terminating the AmeriCorps expenditure agreement with CAPC, increasing the CAPC Birth and Beyond fiscal-agent contract by $192,472 for oversight and contract monitoring (term 07/01/2025–06/30/2027), and increasing each of the nine FRC empowered families expenditure agreements by $43,000 per year to total $774,000 for the same term.

Clinton said the reallocations are intended to strengthen staffing capacity and ensure program continuity while sites adjust to the loss of AmeriCorps resources. The commission approved the contract amendments and reallocations by roll call.

Staff will monitor implementation and oversee contract amendments with CAPC and each FRC to reflect the new funding levels.
