Commission accepts FBI Agents Association donation to build splash pad honoring two agents

The Sunrise City Commission on Aug. 12, 2025 voted 3-0 to accept a monetary donation from the FBI Agents Association to fund the design and construction of a splash pad at Oscar Wynn Park in memory of two FBI special agents killed while serving in the field.

Brett Skiles, special agent in charge of the FBI Miami Field Office, described the agents, Dan Alfin and Laura Swartzenberger, as law-enforcement professionals who "dedicated their lives to protecting children" and who were part of the office’s dive team. Justin Fleck, an assistant special agent in charge who had been present the day of the incident, and Martin Li Cherto, executive director of the FBI Agents Association (participating by phone), said the families support a memorial that emphasizes the agents’ lives and service. "This park would give us a place to come ... to remember them, more so than the way they were killed, but in the way that they lived their lives," Fleck said.

Commissioners praised the proposal’s memorial purpose; Assistant Deputy Mayor Jacqueline Guzman moved and Commissioner Latoya Clark seconded the resolution to accept the donation and execute an associated donation agreement. The vote was 3-0 (Guzman, Clark and Deputy Mayor Neil Kirsch yes). The commission did not specify a donation amount in the meeting record.

City staff said the donation agreement provides for the city to accept funds for design and construction of the splash pad; families and agents’ colleagues said they expect the site to be a place for children and families to gather and to honor the agents’ community service. The resolution is effective immediately.
