Dr. Gregory Sullivan, Ph.D. in Environmental Management and Systems, told the Arapahoe County Board of Commissioners on July 8 that a proposed Costco fuel station on West Mineral would place a 32-pump fueling facility within 500 meters of two schools and expose more than 600 children to pollutants he said harm lungs and hearts.
Sullivan cited Colorado House Bill "20 one-12 66" (as described in his remarks) and several Colorado Revised Statute citations during public comment and said county boards have authority under CRS provisions he cited to investigate and abate pollution. "This is a textbook case of environmental injustice," he said, and asked the board for a full environmental health assessment, an immediate halt to any fuel station construction or permitting, and public accountability.
Sullivan also said Costco expanded fuel-station operating hours nationally from 27 to 40 hours per week in February 2025, which he characterized as a 63% increase, and that the change would increase toxic emissions during school hours. He said he had collected more than 300 petition signatures and said he was "demanding" county action.
The board did not take action during the public-comment period. Sullivan's remarks were entered into the record for follow-up and possible referral to staff for evaluation.
