The Los Angeles City Council on Wednesday approved four settlements and adopted several consent items, and it amended a Housing and Homelessness Committee report to require a faster report-back.
The City Attorney read the recommended settlements into the record: item 23 in Armani Arrakisian v. City of Los Angeles, Hull (recommended settlement up to $495,000); item 24 in Joseph Marcantonio v. City of Los Angeles (up to $125,000); item 25 in Abir Al Shumali v. City of Los Angeles (up to $125,000); and item 26 in Vincent Albano v. City of Los Angeles (up to $1,789,448.10 plus accrued interest). The council opened the roll, and the clerk recorded 13 ayes on the package of items 23–26.
Separately, the council considered a friendly amendment to Item 13, a Housing and Homelessness Committee report. Councilmember David Ryu (represented in the transcript by Councilmember Nazarian when offering the amendment) proposed changing recommendation No. 2 to direct the City Administrative Officer (CLA), with input from the Housing Department, to report back to council within 30 days instead of 90. Nazarian stated, “recommendation number 2 is to direct CLA with the input of housing department to report to council within 30 days instead of 90.” Councilmember Yaroslavsky indicated he seconded the friendly amendment; the body then voted and the amended report passed with a roll call of 13 ayes. The clerk recorded the amended report’s report-back date as November 14, 2025.
Earlier in the session the council approved minutes of the Oct. 14, 2025 meeting (moved by Councilmember Jurado, seconded by Councilmember Rodriguez) and a package of consent items grouped as items 2–12; those items were approved by roll call (13 ayes). The council then moved through items 14–22 (13 ayes) before returning to item 13 and approving the amended housing committee recommendation.
The council did not provide further detail on how the settlement amounts would be financed in the public record at the time of the vote. Several speakers during public comment asked the council to prioritize homelessness and tenant protections; separate public testimony is recorded elsewhere in the transcript.
