The Walton County Technical Review Committee on Oct. 15 took procedural actions on several development items. The committee conditionally approved or scheduled multiple projects to move forward to development‑order issuance or DRB, and continued two larger items to the Nov. 5 TRC meeting to allow applicants time to address outstanding comments.
Key actions at a glance:
- Alice Beach (Lots T11–T13; P14–P16): Staff recommended approval of a minor development order to create six single‑family lots on about 0.82 acres. The committee voted to conditionally approve the application and forward it to the director for development‑order issuance once outstanding comments are resolved. (Applicant representative: David Smith/Internet Engineering.)
- South Walton Commerce Park (Phase 2): The committee conditionally approved a minor development order for approximately 6,350 sq. ft. of office and 3,700 sq. ft. of warehouse space on 1.16 acres, pending resolution of outstanding planning and public works comments. Staff noted the plan must show two additional parking spaces (26 shown; 28 required). (Applicant representative: Matthew Parker, JP Engineering.)
- USPS Facility Phase 2 (Churchill Bayou Road): The committee conditionally approved a minor development order for a proposed 10,400‑sq.‑ft. shopping center on a portion of a 4.95‑acre site; staff reported pending technical reviews from environmental, fire district and utilities and said wetland impacts would be permitted under the nationwide permit process if needed. The application was continued to move forward to development‑order issuance pending completed technical reviews and applicant responses. (Applicant representative: Dean Burgess, Emerald Coast Associates.)
- North Beach Warehouse: The committee scheduled this minor development order for DRB review and asked staff to complete its review; the applicant said the site is previously developed and expects minimal impacts. The committee voted to hear the item again Nov. 5 and requested staff aim to complete its review promptly so the project can be placed on DRB. (Applicant representative: Scott Jenkins, Jenkins Engineering; owner representative: Lloyd Blue.)
Items continued or returned for further review:
- Tucker Bayou PUD (major development, 47 lots on ~21.32 acres): Continued to Nov. 5 to allow the applicant to respond to multiple technical comments and clarify sidewalk surfacing and ADA access for civic uses. Multiple residents testified about traffic safety on Eden Drive.
- Holiday Inn Express (major development, 104 rooms): Continued to Nov. 5 after staff said it had received the applicant’s response to comments only the prior day and needed time to complete its review; applicant warned new state review timelines could complicate county processing.
Motions for conditional approvals generally required applicants to resolve outstanding comments (planning, public works, fire, environmental, utilities) before issuance of development orders. Where staff identified missing reviews (for example, fire or environmental comments not yet received), the approvals were conditional. Committee members frequently asked applicants to return with clarified stormwater, access and parking details as required.
