Council approves $163,827.50 pay request for housing authority waterline replacement

The Mount Pleasant City Council approved Pay Request No. 1 for Capital Underground Utilities, paying $163,827.50 for work on a waterline replacement project at the local housing authority.

City staff described the project as a full replacement of a failing 6-inch ductile iron main originally installed in 1967. Staff said corrosion and poor circulation had produced water-quality problems in the past; the replacement installs about 3,400 feet of 6-inch PVC main, eight new fire hydrants and new service lines for all units. The project was budgeted for $650,000; the contract amount noted in staff materials is $4,511,895. Officials said the line was installed and awaiting a state water-sample approval before being placed into service.

Public Works staff recommended approval of the first pay request at 55 percent of work complete (contractor percent complete is noted in the pay application). Council members asked about reuse of existing hydrant parts (the city retains reusable components) and about the remaining steps; staff said pressure testing is complete and the final step is successful state water sampling. The council voted unanimously to approve the payment.
