Comal County releases RFQ for medical examiner services to address growing caseload

The Comal County Commissioners Court on Oct. 16 authorized staff to release Request for Qualifications 2025-595 to solicit medical examiner services, a step county staff said is aimed at ensuring turnkey, certified services for a growing population.

County staff described the RFQ as “step one” in a multi-step procurement process that will solicit statements of qualification, form an evaluation team, interview and score firms, and then return to the court to authorize contract negotiations and execution.

“Now we're asking certified medical examiner providers to provide a statement of qualification based on our scope of services,” Mr. Davila told the court. “After the solicitation and evaluation, we'll come back with a recommendation and ask for permission to negotiate a contract with the highest-ranked firm.”

The RFQ package was developed with input from the district attorney’s office and includes a scope and evaluation criteria. County staff said they expect multiple qualified respondents and emphasized the need to follow statutory procurement procedures for professional services. The court approved the RFQ release by motion of Commissioner Hogg, seconded by Commissioner Leacock.

If the procurement proceeds on schedule, staff will return to the Commissioners Court to present an evaluation team and the results of interviews before any contract is executed.
