Committee moves multiple late add‑ons including Homeless Trust RFA, AT&T telecom contract, transit and airport procurement

Miami‑Dade County’s committee approved a group of late add‑on items covering homelessness services, telecommunications, transit and airport contracts and a supplemental construction agreement at Dadeland South.

The items were considered together after brief staff explanations. Highlights included:

- Homeless Trust RFA ratification (3g): Vicki Mallett, executive director of the Miami‑Dade County Homeless Trust, said the RFA purchases hundreds of shelter beds, funds outreach and discharge planning teams for jail and hospitals, supportive housing and prevention work. The Trust’s board and executive committee had approved the RFA before the committee vote.

- AT&T local telecom contract (3h): County IT staff explained the county has legacy communications circuits that currently only AT&T can provide and that negotiations included a plan to migrate off legacy circuits to reduce future cost and reliance on a single vendor.

- Transit and airport procurement pools (3i, 3j, 3k): The committee approved extensions and new pools to cover hazardous materials removal at Miami‑Dade Aviation, an expanded bus parts/services pool (requesting up to $216 million over an eight‑year term to allow additional vendor participation), and a competitive award for escalator and moving-walk maintenance services at several county facilities (initial five‑year amount $27 million; up to $55 million over full term).

- Dadeland South supplemental agreement (3l): The Department of Transportation and Public Works described a supplemental construction agreement of about $6.9 million for added scope, including bus charging stations, drainage improvements and escalator replacement; funding was identified from PTP (transportation) sources and not the general fund.

Committee members asked clarifying questions on timing, procurement methods and funding sources; staff noted several items addressed legacy contracts or sole‑source historical arrangements and that some procurements were converted to competitive processes. The committee approved the add‑ons by voice vote. Several items — including the Homeless Trust RFA and AT&T telecom contract — were requested to be moved to the full Board of County Commissioners agenda for earlier consideration.
