The Panama City Commission on Aug. 26 approved three ordinances to annex and reclassify a roughly 0.445-acre parcel on Highway 390 to General Commercial 2 (GC-2).
The commission voted 4-0 to approve ordinance numbers 32 77.1 (voluntary annexation), 32 77.2 (future land use change to general commercial), and 32 77.3 (rezoning to GC-2) for Parcel ID 26718-195-000. Staff said the items had previously received unanimous planning board approval and recommended final approval by the city commission.
What the ordinances do: Ordinance 32 77.1 annexes the unincorporated parcel into Panama City; 32 77.2 amends the city's future land use map to general commercial for that parcel; and 32 77.3 rezones the property to General Commercial 2, a commercial zoning district.
Action and votes: Commissioners Brian Granger, Street, Hughes and Mayor Branch voted yes on all three ordinances; each motion was moved and seconded without extended discussion. Staff packaged the three related approvals as part of a single application processed in three ordinances.
Background and process: Staff told the commission these were second and final public hearings following planning board review on July 14, 2025. The record for each ordinance included the staff analysis, the ordinance text and the adopted map series.
Outcome: Ordinance numbers 32 77.1, 32 77.2 and 32 77.3 were approved by a 4-0 vote; staff will publish the ordinances and implement the annexation and map amendments as provided.
