City issues White Cane Day proclamation, welcomes Blind Fest and honors Walk for Women volunteers

The South Padre Island City Council opened Tuesday’s meeting with proclamations and presentations recognizing disability awareness and local volunteer efforts.

Mayor Patrick McNulty read a proclamation naming Oct. 15, 2025, White Cane Day in South Padre Island and recognized Blind Fest 2025, an inaugural multi-day event organized to connect blind community members with the island through tactile activities, fishing, and social events. Shane Wilson introduced Daniel Martinez, identified in the meeting as a Texas Parks and Wildlife-certified angling instructor who is blind; Macarena (chair of The Visionaries) and other organizers described the event schedule and volunteer needs.

Cheryl Hill and members of the Walk for Women leadership team presented plaques of appreciation to the city’s police and fire departments and city staff for 22 years of logistical and safety support for the annual breast-cancer awareness walk. Walk for Women leaders said this year’s event had its largest turnout to date and estimated about 700 walkers and 250–300 casino-night attendees; they reported $70,700 in client grants issued this year and a cumulative $712,000 paid to Valley-area women since 2003.
