Estacada Urban Renewal Agency adopts 2025–26 budget, declares tax increment

The Estacada Urban Renewal Agency adopted Resolution 2025-002 at its meeting, approving and appropriating the agency budget for 2025–26 and declaring tax increment for that budget.

The adoption follows a public hearing and a presentation from the agency budget officer. The budget officer said the document before the board was the budget approved by the budget committee and noted the agency is nearing the end of its term, with "this year that you're approving tonight, and then there'll be 1 more budget year where we can actually do some projects," and presented the budget for final adoption.

Agency members moved and seconded the resolution and completed a roll-call vote. Directors Blevins, Dolezal, McElroy and Tenbush voted yes; Director Metcalfe was recorded as not present. Chair Drinkwine voted yes, and the motion passed.

The budget officer told the board the packet includes the approved budget and that the resolution was listed in the agenda packet (staff material noted on page 10). No public comments were recorded on the budget during the hearing.

By adopting the resolution the agency formally appropriated tax increment for the 2025–26 budget year, enabling the agency to use increment financing as shown in the approved budget. The agency record shows the item was presented as a final adoption following budget committee approval.

No additional directions or project-specific allocations were made on the record at the meeting; the action recorded was the formal adoption of the budget and declaration of tax increment.
