County maintains $1.03 million assessment for Lakeshore Drive home after petitioner absent

A Marshall County administrative panel heard the county’s valuation evidence on Oct. 9 for the property at 4365 Lakeshore Drive in Raymond after the petitioner, Michael Seifer, did not appear.

County witnesses said they attempted to obtain documentation and an appraisal from a named representative, Beth Svedka, but did not receive authorization or paperwork allowing her to represent the petitioner. The county prepared an analysis and described the property as a high-end, “A grade executive home” on Lake of the Woods, which the county said made comparable sales difficult to find. For those reasons and for lack of petitioner evidence, the county contended the assessment should remain at $1,032,900 for Jan. 1, 2025.

Phil Ohlinger (recorded as a member of the PTABOA) and Angie Snyder confirmed the hearing notice was sent and not rescheduled; county staff who identified themselves as Edward Leary and Peter Paul provided testimony. The county said it had requested an appraisal from the petitioner’s representative but never received the documentation needed to accept that representation. “We were hoping for that appraisal that they were talking about at that time. But the county contend that the value stay, at $1,032,900 on this parcel for 01/01/2025 due to lack of evidence,” a county witness said.

No petitioner testimony or appraisal was entered into the record at the hearing. The panel concluded the proceedings for this appeal; the transcript shows no formal vote to change the assessment during the session.
