Crestview rejects bids for RC track cover and ADA access improvements; staff to revise RFP and re‑advertise

The Crestview City Council on Aug. 5 approved staff’s recommendation to reject both bids submitted in response to an RFP for the RC track cover and ADA access improvements.

Staff told the council that of the two bids received one was judged non‑responsive to the RFP requirements. The other bid initially appeared responsive, but staff raised performance concerns during a post‑bid review. Staff also recommended adding a bathroom to the project scope and relaxing a years‑in‑business requirement (staff noted the principals of one bidder have significant individual experience despite the firm’s shorter existence).

Council approved rejecting both bids and directed staff to revise the RFP to include the restroom scope and to adjust qualification requirements. Staff estimated it will take roughly 90 days to re‑advertise and receive proposals, noting advertising timelines have lengthened because the local paper publishes only weekly.
