County seeks revocable license and plans long-term ground lease for public-safety radio site; legislature approval required for long lease

Melissa Hawk, purchasing manager, presented a State Properties Commission revocable license agreement and described subsequent steps to secure a long-term ground lease for a new public-safety radio site.

Hawk said the county previously executed an intergovernmental agreement for the property with the Georgia Department of Natural Resources and must now obtain permission from the State Properties Commission to occupy the site for construction and operations. She said the revocable license would permit immediate use for construction and carries a one-time fee of $650.

Hawk told the board the long-term ground lease will require approval by the Georgia legislature during the 2026 regular session. Packet language described a primary lease term of 25 years with a secondary 25-year term and an annual ground cost of $10. Hawk said the lease document will be drafted by the state attorney general’s office and that the county will include any future ground cost in annual budget hearings.

Hawk also noted that the county had to identify a different property after losing access to a Monument Road site due to FAA restrictions. Staff presented the revocable-license item for the board’s awareness; no formal vote to enter the license agreement was recorded during the work session.
