Planning commission adopts Oak Grove–Hillside community plan and adds implementation metrics

The Richmond City Planning Commission on Oct. 7 adopted the Oak Grove–Hillside Community Plan and included a set of implementation metrics staff added to the plan’s implementation section.

Mary Ann Pitts of the Planning Department said the metrics were added to the implementation section so the department could measure outcomes against the original insights report. Pitts told the commission the plan and its measures reflect extensive community engagement over the last two years.

Commissioners praised the plan’s focus on addressing displacement risk and on pre-gentrification measures that aim to protect long-term residents as the neighborhood experiences investment. Commissioner Robertson urged members to share expertise and resources so the plan can serve as a model for proactive anti-displacement policy.

The commission voted unanimously to adopt the plan; the adoption is a planning commission resolution that will be transmitted to City Council as part of the municipal review process.
