Council unanimously refers energy‑efficiency and public‑records review requests to committees

Two councilmembers asked the council to refer new business items to committees: Councilmember Gina Driscoll asked that the council route a proposed citywide energy-efficiency and clean-energy initiative to the Health, Energy, Resilience and Sustainability Committee, and Vice Chair Sher Hanowitz requested a referral to the Public Services and Infrastructure Committee for a comprehensive report on the city’s public-records procedures.

Driscoll said she saw the initiative as complementary to ongoing work on municipal electricity and noted the proposal could include rebates or insulation programs and likely engage the city’s residents and business community. She said the item should be considered alongside work by an organization called Maven, which is developing an energy roadmap and insulation initiatives.

Vice Chair Hanowitz said the Public Records Act covers state and local governments and asked the committee for a thorough review from request initiation through fulfillment. She moved the referral, which passed on a unanimous roll-call vote. The clerk announced both G1 (energy-efficiency referral) and G2 (public-records procedures referral) passed unanimously.

No funding decisions were made; both items were referrals for committee discussion and staff reporting. Driscoll and Hanowitz indicated they expect follow-up committee meetings with invited staff and stakeholders.
