State board approves district billing contracts exceeding $100,000

The Utah State Board of Education voted to approve district billing contracts that exceed $100,000, as required under the board’s procurement threshold policy.

Board member Leanne Wood moved that the board approve the district contracts exceeding $100,000; Board member Brent Strait seconded the motion. The board then took a roll-call vote and recorded unanimous approval among members present.

Board members questioned why some interlocal agreements listed no amounts on the agenda; staff explained that certain memoranda of understanding define responsibilities but do not include payment, while the compensatory amounts appear only for districts that exceed the board’s 3% threshold and contract for services.

Members also asked for clarification about districts that fall over or under the 3% threshold and how services are billed. Staff said the 3% rule requires districts whose student population exceeds one-third of the state threshold to provide or contract for services; those that arrange to contract with the state are listed with compensation amounts where applicable.
