Commission adopts proposals for decision: vehicle‑inspection license revoked, $100 security penalty upheld

The Public Safety Commission on Tuesday adopted two proposals for decision from the State Office of Administrative Hearings, resulting in a license revocation and an administrative penalty.

The department sought revocation of Muhammad Hussain’s vehicle inspection license for participation in “clean scanning,” a practice the department said warrants revocation. An SOAH administrative law judge issued a proposed decision recommending revocation after a May 14, 2025 hearing. The commission voted to adopt that proposal as the final agency decision.

The second case concerned Cessley Jevon Lewis, whom the department alleged provided regulated private security services without being employed by a licensed security company. After a June 10, 2025 SOAH hearing, the administrative law judge recommended a $100 administrative penalty for a first violation; the commission voted to adopt that recommendation.

Commissioner Blair moved adoption of the proposals; Commissioner Long seconded. The commission adopted the proposals by voice vote.
