Administration agrees to give council offices access to PGC311; committee holds tracking bill indefinitely

The Government Operations and Fiscal Policy Committee voted to hold CB 85-2025 indefinitely after the county executive’s office agreed to provide council offices with enhanced access to the PGC311 service-request system and to deliver a follow-up letter outlining the plan.

CB 85-2025 would establish transparent submission and tracking of county service requests and information sharing between the executive and legislative branches. Budget and policy staff told the committee that creating automated reports, system triggers and backend access could require customization or middleware work with the Office of Information Technology.

The budget analyst said full Salesforce console access requires individual licenses that cost approximately $3,101.23 per user and are not available until the next renewal in August 2026. The Office of Community Relations currently operates a PGC311 web portal and mobile app that provide estimated times of completion and updates via email and text, staff said.

Deputy Chief of Staff Devin Martin told the committee the executive branch would provide council offices administrative or backend access and would draft and transmit a letter confirming that commitment by close of business. Martin acknowledged that licensing for district offices may incur costs and said the administration and council could determine whether council administration would pay the licensing fees.

On that basis the sponsor moved to hold the bill indefinitely; the motion carried 4-0. The committee directed staff and the administration to work out the technical and licensing details and to return with a plan if the administration is unable to provide the requested access through existing resources.
