Board approves special-use permit to convert Yuma Valley workshop into health club/community center (25-16)

The Yuma County Board of Supervisors approved special use permit case number 25-16 on Oct. 6, 2025, permitting conversion of an existing workshop into a health club/community center on a 2.33‑net‑acre parcel at 5214 West Francis Street in the Yuma Valley planning area.

Senior planner presented the application and supporting materials; staff recommended approval with specified performance and operational conditions. Staff reported that building safety and environmental health had submitted review comments: building and fire code requirements must be met and the existing septic system must be evaluated to confirm capacity for the proposed use. Staff also reported two in‑zone comments in favor, one in‑zone comment in opposition, and four signed support statements from within the zone.

Planning staff’s recommended performance conditions included submittal of required documents to Development Services within 60 days of permit approval and surfacing the circulation and parking area with a dust‑inhibitory aggregate course prior to operation (or within 180 days). Operational conditions included a 10‑year permit term (valid up to ten years from Board approval), a requirement that all parking be accommodated on site (no use of right‑of‑way), and hours of operation limited to 5:30 a.m. to 8 p.m., Monday through Saturday; no activities were allowed outside those hours. The applicant present agreed to the conditions.

After opening and closing the public hearing with no speakers, a supervisor moved to approve the permit; the Board voted in favor and the motion carried.

Staff will monitor compliance with the performance conditions and the county’s building and environmental requirements.
