School committee reviews town charter draft, asks to add budget-monitoring language

Members of the Marblehead School Committee discussed proposed revisions to the town charter’s draft B that define committee duties and composition and raised a gap on budget oversight language.

A committee member said Article 6, Section 6.8 in the draft broadly described powers and listed four specific responsibilities but did not explicitly state the committee’s role in monitoring budgetary compliance once the town budget is approved. That member reported consulting with two staff members, Amy Drinker and Sean Casey, and proposed adding a sentence modeled on language from the Longmeadow Charter to clarify that the school committee “shall be responsible for monitoring budgetary compliance with the school department budget.”

Members noted there is a separate Article 9 in the draft charter that addresses budgets, but they described Article 9 as focused on budget development and approval rather than post-approval administration and monitoring. Committee members said they would review the draft language and report corrections or factual edits to the town charter committee; one member volunteered to consult further and return with suggested wording.

No formal vote was taken on the charter-language change at the Sept. 30 meeting. The committee agreed to review the proposed draft language and provide feedback to the charter committee; the member who raised the issue said they would follow up with the town charter committee after reviewing the text.
