Council adopts ordinance updating purchasing code and adopts revised official purchasing policy

City staff presented Ordinance 15-53 for second and final reading and said the changes accommodate an updated official purchasing policy under consideration. The ordinance revisions include requiring payment bonds on construction contracts, deleting the vendor certification requirement for local preference, and increasing the threshold for competitive bidding.

Council then considered Resolution 2025-15, a companion action to formally adopt the updated official purchasing policy prepared by staff (Jamie Cook was identified as working on the policy). The council voted to approve Resolution 2025-15.

Councilors did not amend the ordinance or resolution at the meeting; staff will implement the purchasing-policy changes administratively per the adopted documents.
