CRA declines to fund restoration of downtown centennial mural; board votes to deny request

The Sebring Community Redevelopment Agency voted to deny funding to restore a centennial mural on a warehouse on South Ridgewood. Staff told the board the original artist lived overseas and bringing that artist back to touch up the mural was not financially reasonable; the owner had asked whether the CRA would maintain or fund restoration. "We have found no documentation that shows that when it was originally done, that the city or CRA was on the hook to pay for maintenance of it," staff said.

Board members debated the value of preserving centennial artwork and highlighted practical issues: the lot in front of the mural may be redeveloped and could obscure the piece; property owners can sell or repaint their buildings; and the CRA lacks a clear maintenance policy for murals outside the HGTV‑sponsored projects. One board member suggested relocating or reproducing the mural on city‑owned property (the purchased SunTrust building was cited) if the city considered it historically important. After discussion the board moved to deny restoration; the motion passed with recorded board assent.

Staff said the owner would likely paint over the mural if restoration was not approved, and that no documentation obligating the CRA to provide ongoing maintenance was found. The board discussed that restoration or maintenance programs would require a broader policy, potentially a dedicated committee or a maintenance funding mechanism, before the CRA should assume ongoing responsibility for privately owned murals.
