Texas combines barber and cosmetology regulations under House Bill 1560

The Texas Department of Licensing and Regulation (TDLR) is making significant strides in streamlining the barbering and cosmetology industries following the implementation of House Bill 1560. During the Barber and Cosmetology Summit on November 14, 2022, officials clarified that while the laws governing these professions have been combined, the individual licensing types will remain distinct.

Attendees were informed that barbers and cosmetologists will continue to hold separate licenses, with specific services tied to each profession. For instance, Class A barbers will retain the ability to use straight edge razors, while cosmetologists will be permitted to perform eyelash extensions. The regulations clearly state that barbers cannot perform eyelash extensions, and vice versa, ensuring that the unique skills and services of each profession are preserved.

The meeting also highlighted the transition from two separate boards to a unified Barber and Cosmetology Advisory Board, which now includes members from both professions, including school owners and license holders. This change aims to foster collaboration and address the needs of both barbers and cosmetologists more effectively.

Derek Burkhalter, the assistant general counsel for the barbering and cosmetology program, outlined the ongoing rulemaking process to implement the new regulations. He emphasized that the TDLR is following the established procedures under the Administrative Procedure Act to ensure compliance and transparency in the transition.

As the TDLR continues to refine its approach, stakeholders can expect a more integrated system that respects the unique aspects of each profession while enhancing regulatory efficiency. The commitment to maintaining distinct licensing while updating the governing rules reflects a balanced approach to modernization in Texas's beauty industry.
