Planning Department faces $728M deficit while prioritizing equity in budgeting

The City of San Francisco is grappling with a significant budget challenge as it prepares for the next two fiscal years. During a recent government meeting, officials highlighted a projected deficit of $728 million, driven by declining revenues that have not rebounded since the pandemic. This downturn has prompted the city to implement budget cuts, including a reduction of approximately $2 million in fees and a decrease in general fund support by $500,000 this year and an additional $300,000 next year.

Director Hillis emphasized the importance of prioritizing community recovery and accountability in spending, particularly as the city navigates these financial constraints. The planning department is tasked with implementing the housing element, a critical component of the city’s work program, despite the budgetary pressures.

Deputy Director Deborah Landis outlined the department's rolling budget process, which allows for adjustments in the following year based on current needs and revenue trends. She noted that while the city had previously enjoyed years of growth, the current economic cycle has necessitated a reevaluation of resources and staffing levels. The department plans to propose cuts to vacant positions in the upcoming budget discussions, aiming to minimize the impact on services.

In addition to budgetary concerns, the meeting also focused on the city’s commitment to equity in its work programs. Officials reported that 63 out of 228 full-time employees are dedicated to initiatives centered on equity, particularly in community planning efforts for cultural districts. This focus aims to ensure that resources are allocated to address the needs of diverse populations within the city.

As the city prepares for further discussions on the budget, officials are committed to engaging with the community and stakeholders to refine their approach and ensure that essential services continue to meet the needs of San Francisco residents. The next budget hearing is scheduled for February 9, where more detailed proposals and adjustments will be presented.
