The San Francisco City Commission recently discussed an innovative electric bike (e-bike) program aimed at supporting app-based delivery workers, a move that could significantly impact the gig economy and urban transportation in the city. The initiative, presented by Lowell Choo, the Energy and Clean Transportation Program Manager, is designed to encourage delivery workers to transition from cars to e-bikes, thereby reducing traffic congestion and emissions.
The program stems from a 2020 study conducted by UC Santa Cruz, which highlighted the financial vulnerabilities faced by gig workers, particularly during the pandemic. The findings revealed that nearly 70% of delivery workers expressed interest in switching to e-bikes if provided with incentives. This led to the recommendation for an e-bike rebate program, which the commission has now begun to implement.
San Francisco has secured $2.4 million from the California Energy Commission to fund this initiative, which will not only benefit delivery workers but also promote e-bike usage among all residents. The program aims to be equitable, ensuring that participants receive properly assembled and maintained e-bikes, along with necessary gear and training. Participants will also have the opportunity to own the e-bikes at the end of the program.
The pilot program will initially support two cohorts of 30 workers each, with a total of 35 e-bikes available. The program is set to launch in September, with a focus on collecting data to assess its impact on worker earnings and street safety. The commission is optimistic about the potential for scaling the program in the future, depending on its success and available funding.
Commissioners expressed enthusiasm for the program, noting its potential to improve street safety and reduce emissions from delivery vehicles.
