San Francisco invests $20M in Dreamkeeper Initiative to boost black entrepreneurship and workforce

The San Francisco County government meeting on July 4, 2025, focused on the ongoing efforts of the Office of Economic and Workforce Development (OEWD) to address economic disparities, particularly among Black and African American communities. The meeting highlighted the impact of the Dreamkeeper Initiative, which aims to reduce the racial wealth gap exacerbated by the pandemic.

Director Solfes presented the OEWD's commitment to equitable economic and workforce development, noting that nearly one-third of the Dreamkeeper Fund, approximately $20.5 million annually, is allocated to support Black entrepreneurs, job seekers, and students. The initiative includes programs for entrepreneurship support, job training, and skill development, with measurable outcomes such as job placements and business registrations.

In the past fiscal year, OEWD invested over $5 million in workforce training for Black residents and provided nearly $3 million in COVID relief loans to Black entrepreneurs. The department has partnered with 16 workforce and economic development organizations to deliver these programs effectively.

Solfes emphasized the importance of community feedback in refining these initiatives and acknowledged the challenges faced in contracting and funding disbursement. To address these issues, a cross-departmental team has been established to streamline the process from grant award to fund distribution.

The meeting also showcased early successes from the programs, including the enrollment of over 500 entrepreneurs and workforce trainees, with significant financial support provided to stabilize their living conditions during training. Notable examples included a successful e-commerce initiative for a local entrepreneur and a 100% graduation rate from an emergency medical technician program, with many graduates securing positions in public service.
