Commission reviews sound limit amendment for 5M outdoor events at Natoma Street

The City of San Francisco held a meeting on July 4, 2025, to discuss various agenda items, with a focus on amending the permit conditions for limited live performances at 430 Natoma Street, known as 5M. The meeting began with the introduction of agenda item number six, which involved a proposal to allow the venue to host special events with a higher outdoor sound limit.

The discussion highlighted that 5M had previously been granted an outdoor limited live performance permit in March 2025, allowing for entertainment and amplified sound in their two on-site parks. Currently, the sound limit is set at a distance of 50 feet from the property line due to the proximity of sensitive receptors, and there have been no complaints regarding their activities to date.

The proposed amendment would permit up to 12 special events per year, each accommodating 500 or more attendees, with a higher sound limit set at 250 feet from the property line. This adjustment aims to facilitate larger events while ensuring compliance with municipal regulations. The special events would be limited to six hours per day, occurring between 9 AM and 10 PM, with no more than four events scheduled in a single month. Additionally, the permit holder is required to notify local authorities and neighbors in advance of each event.

Jocelyn Manalo, representing 5M, was present to provide further details about the proposal. The venue had conducted outreach to inform neighbors about the hearing, sending out 584 letters, of which 566 were directed to residential neighbors.

The meeting proceeded with discussions on the implications of the proposed changes, emphasizing the importance of balancing community interests with the venue's operational needs. The staff recommended conditions for the amendment were outlined, and further deliberations were expected as the meeting continued.
