The March meeting of the Local Agency Formation Commission (LAFCO) took place on July 4, 2025, marking the first in-person gathering in three years. Vice Chair Jackie Fielder led the meeting, joined by commissioners Dean Preston, Hope Williams, and Shanti Singh, with clerk Stephanie Cabrera facilitating the proceedings.
The meeting commenced with announcements regarding the hybrid format, allowing both in-person and remote participation. Public comments were encouraged, with specific instructions provided for those wishing to contribute via telephone or written submissions.
Following the roll call, which confirmed a quorum, Vice Chair Fielder motioned to excuse Chair Connie Chan from the meeting. The motion received unanimous approval from the commissioners present.
The first substantive agenda item was the approval of minutes from the previous meeting held on February 17, 2023. After confirming there were no changes from the commissioners, public comment was solicited. However, no members of the public participated in the discussion, leading to the closure of public comment. The minutes were subsequently approved with a unanimous vote.
The meeting then moved to the third agenda item, which involved a report on Community Choice Aggregation (CCA) activities. Public comment was again invited, with instructions reiterated for remote participants to engage in the discussion.
As the meeting progressed, it was evident that LAFCO is committed to maintaining equitable public access and transparency in its operations, as highlighted by the hybrid meeting format and the structured approach to public engagement. The session underscored the commission's ongoing efforts to involve the community in local governance, particularly in light of the challenges posed by the pandemic. Further discussions on CCA activities and other agenda items are expected to follow in subsequent meetings.
