San Francisco supervisors advance key legislation on small business, climate goals and wage theft

The San Francisco City Commission convened on July 4, 2025, to discuss several key legislative updates and project reports. The meeting began with John Murray from legislative affairs presenting an overview of upcoming hearings and recent legislative actions.

Murray highlighted that Supervisor Ronan has scheduled a hearing for September 13 regarding 2867 San Bruno Avenue. Additionally, Supervisor Haney's hearing focused on starting small businesses in San Francisco is set for July 29, while Supervisor Meagher's hearing on the budget and a report concerning the elimination of natural gas usage in residential buildings will take place on July 26.

The commission also reviewed the Small Business Recovery Act, which aims to extend Proposition H permit streamlining to all permitted commercial storefront uses citywide. This ordinance passed its first reading at the board meeting the previous day. Furthermore, an amendment to the city's climate goals, which includes a target to eliminate greenhouse gas emissions from large commercial buildings by 2035, was also approved.

In other legislative news, Supervisor Safi's ordinance requiring permits for transporters of construction and demolition debris was passed on first reading. Supervisor Haney announced plans to introduce legislation aimed at combating wage theft in the construction industry, although no formal ordinance has been introduced yet.

Following the legislative updates, the commission received a report on major projects, noting a slight increase in construction valuation of 0.1% from May to June, while the total number of dwelling units saw a corresponding decrease of 0.1%.

Joe Duffy provided an update on code enforcement, reporting a total of 7,828 inspections conducted in June across various divisions, including building and electrical inspections. The code enforcement division performed 256 inspections, maintaining consistency with previous months.

The meeting concluded with the approval of minutes from the March 17, 2021, meeting and a motion to adjourn. Overall, the session addressed significant legislative developments and ongoing projects, reflecting the city's commitment to addressing business recovery and environmental goals.
