OCII approves affordable housing plans for Transbay Block 2 in San Francisco

The San Francisco City Commission convened on July 4, 2025, to discuss significant developments in the Transbay Block 2 area, focusing on the approval of various amendments related to the redevelopment project. The meeting highlighted plans for two mixed-use residential projects aimed at increasing affordable housing in the city.

The agenda included several key items, starting with the adoption of environmental review findings in accordance with the California Environmental Quality Act (CEQA). This approval pertains to amendments in the redevelopment plan for the Transbay area, which has been under development since 2005. The proposed projects will contribute to the city’s goal of ensuring that at least 35% of new housing units are affordable.

Among the notable approvals were the schematic designs for two affordable housing projects on Block 2. The first project, known as the 2 West Project, will provide approximately 184 rental units and include a childcare facility. This project is specifically designed for low-income seniors, with some units reserved for formerly homeless individuals. The second project, the 2 East Project, will offer around 151 rental units targeted at low-income families, along with commercial space.

Director Kozlowski emphasized the importance of these developments, noting that they represent a significant contribution to affordable housing in the Transbay area. The construction for these projects is slated to begin in 2024, marking a crucial step in addressing the housing crisis in San Francisco.

The commission also discussed the coordination of these projects with existing developments in the area, ensuring a cohesive design that aligns with the overall vision for the Transbay neighborhood. The meeting concluded with a commitment to continue advancing the redevelopment efforts, which aim to revitalize the area while providing essential housing solutions for the community.
