Tiara Mitchell seeks approval for cannabis retail venture in Bayview District

The San Francisco City Council meeting on July 4, 2025, highlighted a significant step towards economic empowerment in the Bayview District with the proposed cannabis retail location at 2000 Oakdale Street. Tiara Mitchell, CEO of Bayview Ventures and a lifelong resident of the area, presented her vision for the dispensary, emphasizing its potential to foster entrepreneurship and provide equitable access to cannabis products for the community.

Mitchell, supported by a team of experienced women of color, outlined plans to create 15 to 20 local jobs and to offer a diverse inventory that includes equity trade certified products from Black, Brown, and LGBTQ+ communities. She expressed her commitment to ensuring that the business circulates wealth within the Bayview, a neighborhood historically impacted by the challenges of cannabis prohibition.

Community members voiced overwhelming support for the project during the public comment period. Residents highlighted the need for accessible cannabis as medicine and the positive economic impact the dispensary could bring. Many emphasized that the project would not only create jobs but also help address local issues such as illegal dumping and public safety concerns.

However, some concerns were raised regarding the proposed odor mitigation plan for the dispensary. An engineer suggested that the current plan might not adequately prevent odors from affecting the neighborhood. In response, Amber Center, COO of Bayview Ventures, assured the council that a comprehensive odor mitigation strategy would be developed in compliance with regulations.

The council's discussions underscored the importance of supporting equity applicants in the cannabis industry, with many speakers advocating for reduced barriers to entry for underrepresented groups. The approval of this project is seen as a crucial step towards rectifying historical injustices and promoting economic growth in the Bayview community.

As the council deliberates on the proposal, the community remains hopeful that this venture will not only enhance local commerce but also serve as a model for future equity-driven initiatives in San Francisco.
