Developers seek changes to San Francisco's Block 4 housing project agreement

The San Francisco City Commission convened to discuss significant developments regarding a major housing project at Howard and Main Streets, which includes 681 units, 45% of which are designated as affordable housing. This project, part of the Transbay redevelopment plan, has faced challenges since its approval in June 2022 due to market conditions affecting the development team, which includes Hines, Urban Pacific, Goldman Sachs, and Mercy Housing.

During the meeting, officials highlighted that Hines has encountered substantial obstacles, including a 10% increase in construction costs this year and rising interest rates, which have escalated financing costs from a projected 4% to nearly 7%. These financial pressures have led Hines to inform the commission that they cannot progress with the project as initially planned.

The commission discussed potential amendments to the development agreement to address these issues. Proposed changes include utilizing tax increment financing to cover a $46.7 million gap that was originally to be funded by another project, Parcel F. Additionally, Hines has requested to separate the construction phases, allowing the market-rate tower to proceed before the affordable housing component.

The commission is currently in discussions with Hines to explore feasible solutions that would enable the project to move forward. They have requested a six-month period to negotiate terms that could lead to a viable path for the development, which is crucial for addressing the city's housing needs. The outcome of these discussions will be pivotal in determining the future of this significant housing initiative in San Francisco.
