San Francisco Committee Advances Compassionate Alternative Response Team for Homelessness

San Francisco County is taking significant steps to address homelessness and improve community safety through the proposed implementation of the Compassionate Alternative Response Team (CART). During a recent government meeting, the Board of Supervisors unanimously supported the initiative, which aims to provide a non-police response to low-priority calls related to homelessness.

The CART program is designed to respond to situations that do not require law enforcement or medical intervention, such as encampment-related issues or non-emergency disturbances. This approach is rooted in the understanding that traditional police responses can exacerbate the challenges faced by unhoused individuals, often leading to further marginalization and trauma. The pilot program is expected to resolve up to 100 calls per week in its initial phase, with a focus on integrating existing outreach teams and services. Funding for the program has been allocated, with a budget of $3 million earmarked for its launch.
