San Francisco confirms annexation of 75 Howard Street into Transbay Transit District

San Francisco County has taken a significant step towards enhancing its infrastructure with the recent resolution confirming the annexation of 75 Howard Street into the Transbay Community Facilities District (CFD). This decision, made during a government meeting on July 4, 2025, is pivotal for funding the Transbay Transit Center and other essential public improvements in the area.

The Transbay CFD was established in 2015 to support the growth of the neighborhood through large developments that contribute financially to the transit center and surrounding infrastructure. The resolution confirms that properties benefiting from zoning bonuses, which allow for increased building density, must annex into the CFD and contribute to its funding. Approximately 82.6% of the special tax proceeds generated will directly support the transit center, while the remaining funds will enhance local streetscapes, transportation, and open spaces.

Bridget Katz from the Comptroller's Office presented the details of the annexation process, emphasizing that the necessary legal requirements for 75 Howard Street's annexation have been met. This includes unanimous approval from the property owner and the execution of a special tax lien notice, which has been recorded by the assessor's office.

The annexation of 75 Howard Street is part of a broader strategy to ensure that new developments contribute to the infrastructure that supports the growing population in downtown San Francisco.
