San Francisco Board approves 25-year renewal of Library Preservation Fund

The San Francisco County Board of Supervisors convened on July 4, 2025, to discuss a significant charter amendment aimed at extending the Library Preservation Fund for an additional 25 years, through June 2048. This amendment seeks to secure ongoing funding for library services and materials, ensuring that the San Francisco Public Library can continue to operate effectively and serve the community.

The proposed amendment, which has garnered broad support from the Board of Supervisors, aims to maintain a property tax revenue set aside of 2.5 cents per $100 of assessed value, generating approximately $83 million annually for library services. The current baseline requirement for discretionary revenue allocated to library services is about $112.8 million, which is expected to adjust with changes in overall city revenues.

Supervisor Safaie emphasized the importance of libraries in fostering community and pluralism, especially in light of recent challenges to library resources across the country. He noted that the library serves as a vital resource for education and inclusion, providing a safe space for learning and community engagement.

During the meeting, library officials highlighted the transformative impact of the Library Preservation Fund since its inception in 1994. The fund has allowed for increased operational hours, expanded collections, and the renovation of library facilities, making them more accessible to the public. The proposed amendment would also introduce a new baseline for minimum weekly service hours, increasing them to 1,400 hours.

Public comments reflected strong community support for the amendment, with numerous speakers praising the library's role in education, technology access, and community services. Advocates stressed that the library is essential for promoting literacy and providing resources to underserved populations.

The Board of Supervisors is expected to move forward with placing the charter amendment on the ballot for voter approval in November 2025, ensuring the future of the San Francisco Public Library and its critical services for the next quarter-century.
