Governor Cox convenes Utah Senate for second extraordinary session at state capitol

The 65th Legislature of Utah convened for its second extraordinary session on August 9, 2023, at the Utah State Capitol in Salt Lake City. The session began with an opening prayer led by Senator Weiler, followed by the Pledge of Allegiance, which was recited by Senator Escamilla.

Governor Spencer J. Cox officially called the session to order through a proclamation, stating that the purpose of the extraordinary session was for the Senate to consent to appointments made by the governor. The proclamation was affirmed with the signatures of both Governor Cox and Lieutenant Governor Deidre M. Henderson.

Following the proclamation, a roll call was conducted, confirming the presence of 23 senators, establishing a quorum for the session. Senator Stevenson was noted as excused from attendance.

Senator Harper was appointed to notify the governor's representative that the Senate was convened and ready to conduct business. Subsequently, Senator Buxton made a motion to adopt the same rules, joint rules, and interim rules that were previously established during the 2023 general session and its special sessions for this extraordinary session. The motion was met with no discussion and passed unanimously.
