Liberty County plans phased expansion of new 816-bed jail facility

Liberty County officials are moving forward with plans for a new jail facility, aiming to address current overcrowding and future needs. During a recent Commissioners Court workshop, discussions centered on the design and phased construction of a facility that could eventually accommodate up to 816 inmates.

The proposed jail will start with an initial capacity of 408 beds, with the potential for future expansions. The design includes essential support functions such as a kitchen, laundry, and medical areas, all built to accommodate a larger population without the need for significant future renovations. This strategic approach aims to prevent the complications that arise from piecemeal expansions.

Key features of the design include separate housing for male and female inmates, as well as specialized areas for mental health services. The facility is planned to be modular, allowing for flexible expansion as needed. The initial construction is estimated to cost between $263,000 and $272,000 per bed, with total costs projected to reach upwards of $163 million for the full 600-bed capacity.

Commissioners emphasized the importance of timely decision-making to mitigate rising construction costs. They discussed the need to engage with financial partners to explore funding options and ensure that the project remains within budget constraints. The county's discretionary spending is approximately $78 million annually, which will play a crucial role in financing the new facility.

As the project progresses, officials are committed to maintaining transparency and involving the community in discussions about the jail's design and operational plans. The next steps include finalizing the budget and engaging contractors to begin the construction process, with hopes of breaking ground in the near future.
