Cape Cod RTA outlines $17M 2029 funding plans and project evaluations

The Cape Cod Metropolitan Planning Organization (MPO) meeting held on February 26, 2024, focused on critical funding updates and project evaluations for the region's transportation initiatives. A significant portion of the discussion centered on the evaluation criteria for projects under the Transportation Improvement Program (TIP). The MPO staff conducted a thorough evaluation of eligible projects, applying a revised scoring metric approved in December. The criteria focus on system preservation, mobility improvements, safety enhancements, economic impact, environmental considerations, and policy support. Notably, the safety category received increased emphasis based on feedback from the Joint Transportation Committee.

The meeting also addressed the readiness of various projects scheduled for funding. Key updates included the Dennis Harwood Route 28 project, which remains on track for 2025, and the Provincetown Shank Painter project, which faces potential delays and may be pushed to 2026 due to design coordination issues. The Mashpee Route 151 project is also under scrutiny, as it has exceeded its initial budget by $11 million, prompting discussions on funding adjustments.

Three funding scenarios were presented for 2029, each outlining different approaches to manage project costs and timelines. The MPO is expected to finalize decisions on these scenarios in the coming weeks, with a focus on ensuring that all projects remain on schedule and within budget.
