Janesville School District faces rising special education and health insurance costs

The Janesville School District is grappling with a significant rise in costs associated with special education, as highlighted during the Legislative Committee Meeting on August 23, 2023. District officials reported an alarming increase in the number of students with intellectual disabilities, leading to heightened financial pressures on the district's resources.

Superintendent Holzman emphasized the complexity of the situation, noting that many students require specialized support that the district is struggling to provide. "We've not seen numbers like this in probably 5 or 6 years," Holzman stated, pointing out that some students exhibit extreme behaviors that necessitate outside placements. However, local agencies, such as the Richardson School in Beloit, are already at capacity, leaving the district with limited options for these students.

The discussion also touched on the rising costs of transportation for special education students, which are not decreasing for any educational sector. As more students require special education transportation, the financial burden continues to grow.

In addition to special education challenges, the committee addressed the rising costs of health insurance for staff. Officials expressed concern that anticipated increases in health insurance premiums could outpace salary increases for employees, creating a financial strain. "If 9 or 10% increase is now the new norm, we know that our employees are not going to get 9 or 10% increases in their compensation," one official noted, highlighting the difficult balance between providing adequate benefits and maintaining budgetary constraints.

The committee underscored the need for state support to help manage these escalating costs. Officials called for incentives that would allow school districts to collaborate on health insurance plans, potentially stabilizing costs and improving employee retention. As the district navigates these challenges, the focus remains on ensuring that every student receives the support they need while also maintaining a sustainable financial model for the future.
