Loch Haven City conducts first public hearing on 2022 CDBG funding allocation

In the heart of Lock Haven, city officials gathered under the warm glow of the council chamber lights for a pivotal public hearing on July 25, 2022. This meeting marked the first public discussion regarding the allocation of Community Development Block Grant (CDBG) funds for the year, a program designed to enhance the living conditions and economic opportunities for low to moderate-income residents.

The city’s allocation for 2022 stands at $308,298, with a portion earmarked for administrative costs. The CDBG program, funded by the federal government through the U.S. Department of Housing and Urban Development, aims to support various community projects, including infrastructure improvements, public services, and economic development initiatives. However, strict regulations govern the use of these funds, ensuring that at least 51% of beneficiaries are low to moderate-income individuals.

During the meeting, city officials outlined the eligibility criteria for projects seeking funding. They emphasized that while a wide range of activities could qualify, certain expenses, such as political activities and general operating costs, would not be funded. The discussion also highlighted the importance of addressing slum and blight conditions, with a maximum of 30% of the funds potentially allocated for such efforts.

As the city prepares to distribute applications to local nonprofits, officials encouraged community organizations to participate actively. A webinar is scheduled for July 28 to guide interested applicants through the process. Notably, there are no matching fund requirements, although projects that include local funding will be viewed more favorably.

In addition to funding discussions, the council addressed fair housing initiatives and the city’s commitment to preventing displacement of residents due to CDBG activities. A fair housing resolution was adopted earlier this year, and plans for community engagement on fair housing practices are in the works.

As the meeting drew to a close, city officials invited public input on past and proposed projects, including improvements at Overman Park and ongoing water and sewer infrastructure concerns. The council remains focused on addressing the community's needs while navigating the complexities of federal regulations.
